Meet The Visionaries
Joe Smarro
-
Joe is a decorated combat veteran from the United States Marine Corps. He honorably served in both Operation Enduring Freedom and Operation Iraqi Freedom. After completing his enlistment, he moved to South Texas where he joined the San Antonio Police Department (2005). Joe was one of the original members of the SAPD Mental Health Unit and helped grow that unit into a nationally recognized best-practices policing program. Joe served on the SAPD MHU for 11 years.
In 2018 he gave a TEDx San Antonio talk, titled: I See You. He has been highlighted in numerous media outlets and documentaries. Most notably he is one of the main subjects in the Emmy award-winning documentary: Ernie & Joe: Crisis Cops. Joe is an alum of the Entrepreneurial Bootcamp for Veterans (EBV) Texas A&M (2016). Once he completed his certification, he founded SolutionPoint+ in 2017 & is the current CEO.
Joe voluntarily left the San Antonio Police Department in 2020 to focus on making changes within the behavioral health and criminal justice systems around the country. His big hairy audacious goal is to eradicate suicide among all first responders, starting in law enforcement. When Joe is not speaking, training, consulting, or working on his next book – he will most likely be found on a golf course.
Jesse Trevino

Jesse Trevino, AA, BA, MS, and PhD Candidate, is a decorated U.S. Marine Corps OEF/OIF combat veteran and former SAPD officer with over 10 years of service. He started as President of SAPD Academy Class 2010A, worked as a patrol officer, DWI Task Force Officer, and notably with the Mental Health Unit (MHU) as a certified mental health peace officer and crisis intervention instructor. Jesse implemented programs using the sequential intercept model and later served as a training coordinator at the SAPD Academy.
After being promoted to detective investigator, he became the Behavioral Threat Assessment Program Coordinator for the Southwest Texas Fusion Center, establishing and leading the first local-level threat assessment management program in the nation. Through this program he stopped multiple acts of mass violence by leveraging the sequential intercept model as a threat management framework, promoting jail diversion processes, and public safety.
Jesse has taught criminal justice at Northwest Vista College, presented at numerous national and international conferences, and served as a grant peer-reviewer for the Department of Justice. He holds degrees in criminal justice and is completing his PhD at Walden University, focusing on crisis intervention in rural environments.
